In EXCEL 2007 and possibly others, touch the "Windows" button in the upper left corner of the excel page.
At the bottom of the window that opens, select "Excel Options".
      Select "Advanced".
Under "Editing options"you will find that the box for "Use system separators" is checked. Touch the box to uncheck it.
In the box for "Decimal separator", type a comma.
In the box for "Thousands separator", type a period.
