» Changing a Numeric Heading to Text

To prevent the headings from being treated as numbers, change them to text:
• Enter the ' (apostrophe) symbol before the number.
• For example, '2003 will be treated as a text entry.
• Note: the ' (apostrophe) symbol is not visible in the cell.

I have a problem trying to exchange data by a .csv format. I have a TEXT record and when data are numeric excell treated it as numbers. Is it possible to set format to text in the .csv files?
