Problem:
Converting the decimal values in column A to correctly formatted time values.

Solution:

Divide each number by 24 as follows:
=A2/24
Format your result cells as custom "[hh]:mm".

I have been able to convert time in the format "hh:mm" but what about a situation wherein I have to convert decimals like 130.62 into time/hours
