The criteria  - count the numbers between 30 and 40 (30 < x < 40)

Enter the criteria in cells B1 and B2

The Formula: 
=COUNTIF(A1:A7,">"&B1)-COUNTIF(A1:A7,">"&B2)

The result:	4
